PANCHAYAT IN CHHATTISGARH
Panchayats have been formed in Chhattisgarh under the 73rd Constitutional Amendment. Three levels of Panchayat are found in our state -
Gram Panchayat -at the village level
Janpad Panchayat - at the development block level
District Panchayat- -at the district level

Gram Sabha
Gram Panchayats formed from the Gram Sabha. The Gram Sabha functions like a legislature.
A gram panchayat can have more than one gram sabha.
Gram Sabha is formed by every member residing in the village who is more than 18 years of age and has a name in the voter list.
The meeting of the Gram Sabha is required to be held at least once in three months. But, if more than one-third of the people of the Gram Sabha sign and demand from the sarpanch or on the instructions of the Janpad Panchayat, Zilla Panchayat or Collector, it can be called anytime within 30 days.
If there is more than one gram sabha in the gram panchayat, a meeting will be organized in every gram sabha..
This meeting will start only when at least tenth members of Gram Sabha are present in this meeting. Of this, the number of women should be one third. This is called a quorum.
The sarpanch has the responsibility to complete the quorum.
In case of absence of a quorum in the three meetings of the Gram Sabha, notice will be given to the concerned Panch / Sarpanch and opportunity will be given to complete the quorum in the next two meetings. In spite of the absence of a quorum, action will be taken against sarpanch.
The meeting of the Gram Sabha is chaired by the Sarpanch. In the absence of the sarpanch, it is done by the sub-sarpanch. In the absence of these two, someone from the Gram Sabha is elected by the majority.
Gram Sabha annual conference will be held at least three months before the commencement of the next financial year. The following things will be kept in this conference -
Annual statement of accounts
Annual Report of the administration of the preceding financial year,
Reports of the proposed development and another work-related scheme
for the next financial year and the annual plan for the next financial year.
